Driving Privilege Cards & ITIN


Beginning July 1, 2023, Rhode Islanders who can pass a written test and road test and have valid auto insurance but who do not have authorization to live in the U.S. (undocumented) can obtain a driver privilege card or driver privilege permit.

What Are the Requirements?


To be eligible for the driver privilege card/permit you must:  

  • Provide proof that you filed a RI income tax return for 2022 or you were claimed as a dependent on a 2022 RI tax return

    • Note: In order to file state taxes, you must have an Identity Tax Information Number (ITIN) number, which may take several weeks from the time of submitting Federal Tax Returns. See VITA sites for further assistance

  • Provide proof of identity:  you can submit two primary documents or one primary and one secondary document  

  • Provide two documents showing that you live in Rhode Island 

  • Provide proof of registration and insurance if you have a car
